Judy Cline, BSc (Psych) Senior Director, Strategic Initiatives
Judy has over 20 years of leadership and senior management experience across human services sectors in domains of project management, strategic planning, business development, and organizational planning. Judy spent the better part of a decade as Director of Rehabilitation Services for Bartimaeus Inc. overseeing business operations through Peel, Halton, Hamilton, Brant and Niagara regions. Judy is former Executive Director for Contact Brant – a non-profit organization that was the single point of access for services for children and adults with developmental needs and mental health services. Judy holds particular expertise in concurrent disorders, acquired brain injuries and mental health based on extensive experience supporting children in the child welfare system with multiple issues. She is a respected community leader who has led a number of strategic Board of Director initiatives throughout the Golden Horseshoe. Judy was a former vice-president of the Brain Injury Association of Peel and Halton and currently sits as an active member with the ABI Network of Hamilton, Haldimand, Norfolk and Niagara. Her current committee work is involved in developing standards of practice for rehabilitation therapists working in the field of acquired brain injury. In addition, Judy has recently become a founding member of the International Pediatric Brain Injury Association.




Dr. Anthony Hutchinson, CC, GA, BSc, BSW, MSW, RSW, PhD Managing Director, Research and Evaluation
Dr. Anthony Hutchinson is a Registered Social Worker who holds a PhD in epidemiology and a Master’s Degree in social policy analysis. Anthony has over twenty years of experience in project management, applied research, program evaluation and organizational development. As a former Chief Executive Officer of one of Canada’s largest community-based human and social services agency, Anthony oversaw over $14 million in programs and services over four years benefiting over 100,000 children, youth and families-in-need in Brampton, Ontario, Canada. As a former Senior Research and Evaluation Associate with Astwood Strategy Corp. and The Robarts Centre for Canadian Studies at York University, Anthony oversaw over $1.4 million in research and evaluation federal and provincial government contracts. Anthony has been a lecturer and instructor in research methods, community development, leadership and civic participation at Wilfrid Laurier University, Ryerson University, Sheridan College and Humber College. In February 2010, Anthony was qualified as an Expert Witness in social and cultural considerations in sentencing under cross-examination in the Ontario Court of Justice (Brantford) presided over by Justice Gethin Edward in the matter of R. v. Nolan. Anthony#s community involvement has included being a member of the Ontario Justice Education Network (OJEN) Board of Directors (2010 - 2012) and Treasurer of the ACCN (2007 - 2011) – an organization funding justice, education, employment and family programs for “at-risk” youth across the GTA.


Dr. Joseph Levy, BA, BPHE, MSW, PhD Associate Director, Research and Evaluation
Dr. Joseph (Joe) Levy is an international speaker and wellness consultant. He is one of Canada's leaders in the development of electronic health counseling and coaching platforms. Dr. Levy has four university degrees: BA (Psychology-Wilfrid Laurier University), BPhE (University of Waterloo), M.S.W. (Wilfrid Laurier University) and a PhD (Health Planning- University of Waterloo). In addition to his academic work in Canada, Dr. Levy has been invited to lecture and consult at Universities, hospitals, clinics, spas and health related programs in the United States, South America, Europe, Asia and the Middle East. Professor Levy has published four books: Play Behavior (Wiley, 1975); Leisure Today (Back Door Press, 1980); It's Never Too Early (General, 1985); The All-In-One Guide to Natural Remedies and Supplements (AGES, 2000); and two booklets, Time To Live: A Guide To Pleasurable Retirement, 1985; and Live It Up, (1995). He has also published over 60 scientific articles and hundreds of professional and trade articles. He has served on the editorial board and , IBM, The Mutual Group, General Motors, Brooks, General Foods, Alcon Canada Inc., CN Railroads, and dozens of other Canadian, European, Asian and American organizations. In order to better communicate with the public, Dr. Levy writes regularly for newspapers and consumer-type magazines that deal with topics ranging from active living, alternative and complementary medicine, to stress management and general lifestyle issues. Between 1980 and 1990 he also produced/ hosted a syndicated TV show entitled IN SHAPE FOR LIFE (CKCO TV- Kitchener- CTV affiliate). Dr. Levy is a sports enthusiast who also enjoys running, travelling, and volunteering with Maccabi Canada.


Kay-Dean Lazarus, BA, iMBA Consulting Associate, Project Management
Kay-Dean Lazarus holds an International MBA (iMBA) from York University’s Schulich School of Business with special emphasis on Strategy and Sustainability. A native of Jamaica, Kay-Dean has substantive experience in Marketing and Public Relations in Canada and Jamaica and also holds a first degree in Media and Communications from the Caribbean’s University of the West Indies. With interests in community development, Kay-Dean is the former Director of the Jacks River Protection Initiative in Jamaica, a project that works to alleviate environmental problems and provide educational opportunities to young people in the said community. A fluent Spanish-speaker, Kay-Dean has also worked in Peru as a Business Development Consultant for the Planeterra Foundation to give economic power to indigenous communities. These experiences have enabled Kay-Dean to successfully navigate across cultural borders in an increasingly globalized work environment. As a Consulting Associate with Jade Systems and Analytics Inc., Kay-Dean actively manages the relationships between clients and their stakeholders to ensure mutually beneficial outcomes.
